State puts brakes on Highway 12 project

The project to improve Highway 12 through the Springs has hit the official dead end. The requested $9.5 million in funding, at risk after redevelopment agencies statewide were dissolved, has been denied by the state Department of Finance.

The project would have brought sidewalks, streetlights and safety enhancements to the section of Highway 12 from Boyes Boulevard north to Agua Caliente Road.

Phase one of the project, between Boyes Boulevard and Encinas Avenue to the south, was completed in 2010. The county sold $15 million in bonds in 2008 fund both phases, but the state has ruled that contracts between the county and the previous redevelopment agency are not valid agreements.
