California law requires that government bodies post agendas before their meetings, in order for the public to have advance notice of what will be discussed. Often, one has to read between the lines to guess at what to expect, particularly for closed sessions, where personnel issues are handled.
Not so for the Wednesday meeting of the Board of Directors of the Sonoma Valley Health Care District, where this item for the closed session seems pretty clear:
IX. Public Employee Separation and Transition Agreement – CEO.
Board President Dick Kirk, who sets the meeting agendas, told the Sun that the hospital board will hold discussions with CEO Bob Kowal during the closed session. The following item on the agenda, after the board returns to open session and possibly votes on such an agreement, is:
XI. Consideration of Interim CEO.
Kirk indicated that this item was included in the agenda to keep the board’s options open, depending on how the discussions go. Kowal could not be reached for comment at press time.
