Sonoma Valley Health Care District board members will hold their regular board meeting tomorrow, Wed, Nov. 12, at 6 p.m. in the City Council Chambers on First Street West. The agenda will include presentations of the Sept. financial report, including a review of the FY 08 actuals. They also will begin discussions about forming the independent Citizens’ Oversight Committee (“ICOC”) as called for in Measure P.
The ICOC will be the “watchdog” established to ensure that bond funds are expended only for the purposes described in the bond measure and in a fiscally responsible manner. As listed in the description of duties, the ICOC will review and inform the public regarding expenditure of bond funds, report its findings to the board of directors, and produce an annual report. To quality for the commitee, a citizen must be a resident of the district, may not be an employee, vendor or district official and must have demonstrated interest, trustworthiness and experience as well as financial expertise. Committee members must agree to comply with terms of California State Government Code and will serve two-year terms with no more than two consecutive terms.
Expressions of interest in serving on the committee may be directed to the board by e-mailing [email protected]. Committee members are to be appointed by the board of directors no later than February 2, 2009, 90 days after the Nov. 4 election.
