On November 8, 2024, Tennis Wick, Director of Permit Sonoma, the county planning department that regulates development in Sonoma County’s unincorporated areas, replied to the Hanna Center’s development proposal that it is “incomplete for processing.”
Hanna Center, located on Arnold Drive, now proposes a mixed-use development with 514 units consisting of 142 for sale townhomes, 120 rental apartments, a 244-unit residential community care facility, a hotel with 119 rooms and 20 branded residences, 10,000 square feet of retail and office space, and 9.600 square feet of child and adult day care. A previously included vocational training center has been removed from the project. Hanna has ten days to appeal the determination.
Specifically, in its letter to Hanna, Permit Sonoma focused on the following items:
Project Description.
a. Please clarify whether the proposed subdivision still includes a designated remainder.
b. In the project statement, please confirm whether the subdivision proposal is intended to be phased by filing multiple Final Maps in conformance with Government Code Section 66456.1. If the project proposes phasing, please describe the proposed phasing.
Project Plans.
Please update the plan set for consistency with the revised project description by removing the vocational training center from applicable plan sheets, tables, and calculations, including but not limited to all project site plans and the tentative map.
Tentative Map
a. Please clearly depict the proposed lots on the surface of the land for the for-sale condominium units and hotel residences.
b. Please update the tentative map as necessary to remove the vocational center and remove/adjust the designated remainder.
In addition, Permit Sonoma provided additional comments focused on utility capacity.
ADVISORY COMMENTS
The following advisory comments are not items that determine the completeness of the application. Advisory comments highlight relevant policy issues, suggested revisions, guidance on environmental analysis, and next steps. Comments provided in the following section are purely advisory; they do not guarantee approval or denial of the application.
UTILITIES
Prior to a final decision on the project, the application must demonstrate there will be adequate water supply and sewage disposal to serve the project. If the project will connect to an existing sewer or water district, evidence that the provider is willing and capable of service to the project will be required. Any improvements necessary for the utility districts to accommodate the project will need to be identified and analyzed as part of the project’s review under the California Environmental Quality Act (CEQA).
Hanna has 90 days to respond to all items.
Notably, the Hanna project is located just 2.5 miles from the controversial project proposed by the development company Rogal for the campus of the former Sonoma Developmental Center, also located on Arnold Drive. That proposal calls for roughly 990 housing units, a 150-room hotel, and 120,000 square feet of commercial space. The cumulative, combined impacts on traffic, fire evacuation times, water and waste treatment availability have yet to be fully analyzed.
